INVITATION FOR PROPOSALS for the development, production and purchase of the GAC system as part of the project “Mechanization and automation of the hump at the Chukursay railway station”

Invitation for Submission of Proposals

Subject of Procurement: Development, Manufacturing, and Procurement of the GAC System within the Framework of the Project "Mechanization and Automation of the Sorting Hill at the Chukursay Railway Station of JSC 'Uzbekiston temir yullari'".

As part of the implementation of the project "Mechanization and Automation of the Sorting Hill at the Chukursay Railway Station of JSC 'Uzbekiston temir yullari'", it is necessary to procure, develop, and manufacture the GAC System.

Deadline for submission of commercial proposals: March 1, 2025, at 15:00 Tashkent time.

1.    JSC "Uzbekiston temir yullari" ("Purchaser/Customer") invites manufacturing enterprises and their authorized dealers (distributors) to submit sealed electronic or envelope-based commercial proposals for the procurement of the GAC system as part of the project "Mechanization and Automation of the Sorting Hill at the Chukursay Railway Station".

2.    The submission of proposals is open to all interested manufacturing enterprises and their authorized dealers (distributors).

3.    Payment Terms:

     For non-residents: Irrevocable, documentary, divisible, replenishable letter of credit.

     For residents: Prepayment of 15% of the declared order value, with the remaining 85% payable after delivery.

4.    Payment Currency:

     For non-residents: US Dollar, Euro, Russian Ruble.

     For residents: National currency, Uzbek Sum.

5.    Delivery Terms:

       For non-residents: CIP - Tashkent City, Republic of Uzbekistan, according to INCOTERMS 2020;

·         Railway delivery to the destination station "Sergeli", JSC "Uzbekiston temir yullari", station code 723507, with delivery to the track of "Temiryultamin" LLC, code 7175.

·         Road delivery within the Republic of Uzbekistan, Tashkent City, Sergeli District, Project St. G-24, warehouse of "Temiryultamin" LLC.

     For residents: Purchaser’s warehouse, Tashkent City, Sergeli District, Project St. G-24, DDP Tashkent, in accordance with INCOTERMS 2020.

  The delivery terms and requirements must comply with the terms and conditions specified in the technical specification.

6.    Delivery Time:

For non-residents: Within 120 calendar days from the date the letter of credit is opened.

For residents: Within 120 calendar days from the date of prepayment.

7.    Technical and other types documents required upon delivery of goods are specified in Section No.13 of the technical specifications.

8.    Customs clearance of goods entering the Republic of Uzbekistan will be handled as follows:

For non-residents: At the expense of the Purchaser.

For residents: At the expense of the Supplier.

Any additional costs related to customs clearance will be considered or deducted during the proposal review.

9.    Manufacturing enterprises and their authorized dealers (distributors) must submit the necessary technical documents (technical specifications and/or a document confirming the right to produce the goods). If the participant is not the manufacturer, the participant must provide a dealership/distributor agreement.

10.  Participants must meet the following criteria:

·         Availability of the necessary technical, financial, material, human resources, and other capabilities to fulfill contract obligations.

·         No overdue tax liabilities.

·         No bankruptcy proceedings initiated against them.

·         Not listed in the Unified Register of Unreliable Contractors.

·         The participants and their servicing banks must not be under international sanctions.

11.            At the same time, participants must also comply with all requirements outlined in the technical specifications.

14.            Proposals must be submitted to the following address: Uzbekistan, Tashkent, 100060, T.Shevchenko St. 7, or by email: nx.z@uzrailway.uz, indicating the responsible contact person who will provide the login and password for accessing the electronic proposal archive in case the submitted file is encoded on the participant's side).

·         The responsible person should provide contact phone numbers, email addresses, etc.

It should be noted that the Purchaser may make changes in the scope of spare and component parts supply.
