1.     The Republic of Uzbekistan has received financing fr om the Asian Development Bank (ADB) toward the cost of CAREC Corridor 2 (Bukhara-Miskin-Urgench-Khiva) Railway Electrification Project. Part of this financing will be used for payments under the contract named above. The contract will be jointly financed by the Asian Infrastructure Investment Bank (AIIB). The eligibility rules and procedures of ADB will govern the bidding process. No nationality restrictions apply.

2.     The O'zbekiston Temir Yo'llari Joint Stock Company (“the Employer”) invites sealed bids from eligible Bidders for the design, supply and installation of BX-07: SCADA System (“the Facilities”).

3.     Open competitive bidding will be conducted in accordance with ADB’s Single-stage, One-envelope procedure and is open to all eligible Bidders without nationality restrictions.

4.   Only eligible Bidders with the following key qualifications defined in the Bidding Document may participate in this bidding:

a.    Submission of audited financial statements or, if not required by the law of the Bidder’s country, other financial statements acceptable to the Employer, for the last 3 years  to demonstrate the current soundness of the Bidder’s financial position. As a minimum, the Bidders net worth for the last year calculated as the difference between total assets and total liabilities should be positive.           

b.    Minimum average annual turnover of 4,000,000.00 USD calculated as total certified payments received for contracts in progress or completed, within the last 3 years.

c.    The Bidder must demonstrate that its financial resources less its financial obligations for its current contract commitments meet or exceed the total requirement for the Subject Contract of 500,000.00 USD;

d.    Successful completion within the last 10 years of at least two (2) similar contracts, wh ere the value of Bidder’s participation under each contract exceeds: 2 500 000.00 USD; and

e.    Experience in the following key activities: Design, supply and installation of any SCADA system for high-speed railways.

6.     To obtain the Bidding Documents in English, eligible Bidders should:

·         write to the address above requesting the Bidding Documents for BX-07: Plant (Design, supply, installation) for SCADA System, and

·         The bidding documents are available free of charge in electronic form.

7.     Deliver your bid:

·         to the address above;

·         on or before the deadline: June, 2024, Time 2:30 p.m. (Tashkent time); and

·         Together with Bid Security as described in the Bidding Document.

        Bids will be opened promptly after the deadline for bid submission in the presence of Bidders’ representatives who choose to attend.
