Deadline for Submission of Bids: 25 August 2025, 14:30 (Tashkent time)

1.          The Republic of Uzbekistan has received financing from the Asian Development Bank (ADB) towards the cost of Central Asia Regional Economic Cooperation Corridor 2 (Bukhara-Miskin-Urgench-Khiva) Railway Electrification Project and intends to apply part of the proceeds of this financing to payments under the contract named above. The contract will be jointly financed by the Asian Infrastructure Investment Bank (“AIIB”). Eligibility rules and procedures of ADB will govern the bidding process.

2.         The Joint-Stock Company "O'zbekiston Temir Yo'llari" (the “Purchaser”) invites sealed bids from eligible Bidders for package MN-02: Broad gauge railway rails type R-65. Detailed information and specifications are provided in the Bidding Document.

3.         Open Competitive Bidding (international advertisement) will be conducted in accordance with the ADB’s Single-Stage: One-Envelope bidding procedure and is open to all Bidders without nationality restrictions.

4.         Only eligible Bidders with the following key qualifications should participate in this Bidding:

i)      Successful completion as main supplier within the last five (5) years, of at least 2 contracts, with a total value of Ten Million Eight Hundred Thousand US Dollars (USD 10,800,000) with nature, and complexity similar to the scope of supply described in Section 6 (Schedule of Supply).

ii)     Submission of Audited Financial Statements or, if not required by the law of the Bidder’s country, other financial statements acceptable to the Purchaser, for the last three (3) years to demonstrate the current soundness of the Bidder’s financial position. As a minimum, the Bidder’s net worth for the last year calculated as the difference between total assets and total liabilities should be positive.

iii)   Minimum average annual turnover of Twenty Million Two Hundred Fifty Thousand US Dollars (USD 20,250,000) calculated as total payments received by the Bidder for contracts completed or under execution over the last three (3) years.

6.         To obtain the Bidding Documents in English, free of charge, eligible Bidders should:

i)      write to the address above requesting the Bidding Documents for package MN-02: Broad gauge railway rails type R-65;

ii)     The document will be sent by in electronic form by email at utypiu@gmail.com. No liability will be accepted for loss or late delivery.

7.         Deliver your bid:

i)      to the address: Republic of Uzbekistan, Tashkent city, T. Shevchenko str., 7, Code: 100060, Central Office JSC O’zbekiston temir yo’llari

ii)     on or before the deadline: on 25 August 2025 at 14:30 hours (Tashkent time)

iii)   Together with a Bid Security as described in the Bidding Document.

Bids will be opened promptly after the deadline for bid submission in the presence of Bidders’ representatives who choose to attend.

8.         The JSC "O'zbekiston Temir Yo'llari" will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of bids.
