1. The Republic of Uzbekistan has received financing fr om the Asian Development Bank (ADB) toward the cost of Central Asia Regional Economic Cooperation Corridor 2 (Pap-Namangan-Andijan) Railway Electrification Project – Additional Financing. Part of this financing will be used for payments under the contract named above. Bidding is open to Bidders from eligible source countries of ADB.
2. The JSC “O’zbekiston Temir Yo’llari” (“the Employer”) invites sealed bids from eligible Bidders for the construction and completion of Design, Supply and Installation of AAX-10 Tunnel Condition Monitoring System (“the Facilities”).
3. Open competitive bidding will be conducted in accordance with ADB’s Single-stage, One-envelope procedure and is open to all Bidders from eligible countries as described in the Bidding Document.
4. Only eligible Bidders with the following key qualifications defined in the Bidding Document may participate in this bidding:
1. Financial Situation: Submission of audited financial statements or, if not required by the law of the Bidder’s country, other financial statements acceptable to the Employer, for the last 3 years (2022-2024) to demonstrate the current soundness of the Bidder’s financial position. As a minimum, the Bidder’s net worth for the last year calculated as the difference between total assets and total liabilities should be positive.
2. Average Annual Turnover: Minimum average annual turnover of $5.4 mln calculated as total certified payments received for contracts in progress or completed, within the last 3 years (2022-2024).
3. Financial Resources: For Single Entities:
i. The Bidder must demonstrate that its financial resources defined in FIN - 3, less its financial obligations for its current contract commitments defined in FIN - 4, meet or exceed the total requirement for the Subject Contract of $540,000.00
ii. For Joint Ventures:
(1) One partner must demonstrate that its financial resources defined in FIN - 3, less its financial obligations for its own current contract commitments defined in FIN - 4, meet or exceed its required share of $216,000.00 from the total requirement for the subject contract.
and
(2) Each partner must demonstrate that its financial resources defined in FIN - 3, less its financial obligations for its own current contract commitments defined in FIN - 4, meet or exceed its required share of $135,000.00 from the total requirement for the subject contract.
and
(3) The joint venture must demonstrate that the combined financial resources of all partners defined in FIN - 3, less all the partners’ total financial obligations for the current contract commitments defined in FIN - 4, meet or exceed the total requirement for the subject contract of $ 540,000.00
4. Contracts of Similar Size and Nature: Participation as a contractor, Joint Venture partner, or subcontractor, in at least two contracts that have been satisfactorily and substantially completed within the last 5 years (2020-2024) and that is similar to the proposed contract, wh ere the value of the Bidder’s participation exceeds $2.9 mln. The similarity of the Bidder’s participation shall be based on: Section 6 Employer’s Requirements.
5. Experience in Key Activities. For the above or other contracts executed during the period stipulated in 2.4.1, a minimum experience in the following key activities:
1. Design of Tunnel Condition Monitoring System
2. Installation of Tunnel Condition Monitoring System

6. To obtain the Bidding Documents in English, eligible Bidders should:
· write to the address above requesting the Bidding Documents for AAX-10: Tunnel Condition Monitoring System, and
· The bidding documents are available free of charge in electronic form.
7. Deliver the bid:
· to the address above
· on or before the deadline: September 11, 2025, time 14:30 (Tashkent time) and
· together with a Bid-Securing Declaration as described in the Bidding Document.
Bids will be opened promptly after the deadline for bid submission in the presence of Bidders’ representatives who choose to attend.
