Deadline for Submission of Bids:   25 August 2025, 14:30 (Tashkent time)

1.      The Republic of Uzbekistan has received financing from the Asian Development Bank (ADB) towards the cost of Central Asia Regional Economic Cooperation Corridor 2 (Bukhara-Miskin-Urgench-Khiva) Railway Electrification Project and intends to apply part of the proceeds of this financing to payments under the contract named above. The contract will be jointly financed by the Asian Infrastructure Investment Bank (“AIIB”). The eligibility rules and procedures of ADB will govern the bidding process. No nationality restrictions apply.

2.    The Joint-Stock Company "O'zbekiston Temir Yo'llari" (the “Purchaser”) invites sealed bids from eligible bidders for the following lots:

Lot 1-Materials for contact network

Lot 2 - Cable and wire products of the contact network

Bidders may bid for one or multiple lots, as further defined in the Bidding Documents. Detailed information and specifications are provided in the Bidding Document.

3. Open Competitive Bidding (international advertisement) will be conducted in accordance with the ADB’s Single-Stage: One-Envelope bidding procedure and is open to all Bidders without nationality restrictions.

4.    Only eligible Bidders with the following key qualifications should participate in this bidding:

-          For Lot 1: Successful completion as main supplier within the last five (5) years, of at least 2 contracts, with a total value of One million one hundred thirty thousand US Dollars (1 130 000,00) with nature, and complexity similar to the scope of supply described in Section 6 (Schedule of Supply).

-          For Lot 2: Successful completion as main supplier within the last 5 years, of at least 2 contracts, with a total value of 6 360 000 US Dollars with nature, and complexity similar to the scope of supply described in Section 6 (Schedule of Supply).

-          Submission of audited financial statements or, if not required by the law of the Bidder’s country, other financial statements acceptable to the Purchaser, for the last 3 years to demonstrate the current soundness of the Bidder’s financial position. As a minimum, the Bidder’s net worth for the last year calculated as the difference between total assets and total liabilities should be positive.

- For Lot 1: Minimum average annual turnover of Two million one hundred thirty thousand US Dollars (2 130 000,00) calculated as total payments received by the Bidder for contracts completed or under execution over the last 5 years.

- For Lot 2: Minimum average annual turnover of Eleven million nine hundred twenty-five thousand US Dollars (11 925 000,00) calculated as total payments received by the Bidder for contracts completed or under execution over the last 5 years.

6.    To obtain the Bidding Documents in English, eligible Bidders should:

7.    Deliver your bid:

- on or before the deadline: on 25 August 2025 at 14:30 hours (Tashkent time),

- Together with a Bid Security as described in the Bidding Document.

       Bids will be opened promptly after the deadline for bid submission in the presence of Bidders’ representatives who choose to attend.

8.    The JSC "O'zbekiston Temir Yo'llari" will not be responsible for any costs or expenses incurred by bidders in connection with the preparation or delivery of bids.
